What an MCA Actually Does

Representation, Legislation and Oversight

10 minute lesson

Representation

An MCA carries citizen concerns and priorities into county decision-making.

Legislation

The county assembly makes laws necessary for effective performance of county functions.

Oversight

The assembly oversees the county executive while respecting separation of powers. Oversight means asking, verifying, documenting, recommending and following up—not personally implementing county projects.
